摘要
全球"首届国际学习型城市大会"是世界学习型城市发展进程中的重要里程碑。本文通过对各国学习型城市发展进程和实践经验的分析,从学习型城市建设的理念、标准和策略三个方面揭示出未来的发展方向。在理念上,学习型城市将走向"包容"、"繁荣"和"可持续发展";在标准上,一些国家提出了绿色城市指数、综合学习指数等测评体系来测量学习型城市的发展进程;在策略上,既有国际层面的多维度发展策略,也有国家层面的个体发展策略。总体上,学习型城市建设的发展进程体现出从工具理性向价值理性的转型,"人"开始成为社会和城市发展的终极关怀。
The First International Conference on Learning took place in Beijing, China, from 21 to 23 October, attended by 500 mayors, city education executives and experts from all parts of the world, which becomes the milestone in the process of building learning cities. The paper deals with the crucial issues such as the idea, standard and strategy for building a learning city through analyzing the international cases. Firstly, it proposed the idea of promoting inclusion, prosperity and sustainability in learning cities; secondly, it suggested establishing evaluation standards such as green city index and comprehensive learning index; thirdly, it advocated the various human-centered development strategies. As a whole, the expression to focus on the development of human, showing rational. evolving process of building learning cities gives an the idea changing from instrumental rational to value
