学术论文的撤销条件、原因及程序研究 被引量：28

摘要 研究了学术论文的通用撤销程序及主要的撤销原因。对学术论文的撤销条件与撤销声明的形式及内容也作了阐释。论文作者及期刊编辑作为撤销主体对论文负主要责任,其上有科研诚信办公室及作者单位等监管或咨询机构。学术论文的撤销一般需经历三个阶段:第一阶段触发受理。期刊编辑接到举报,启动调查程序,初步检查并收集相关数据,沟通作者。第二阶段实质审查。联络作者单位及监管机构进行调查取证、审查、得出结论。第三阶段通告结果。若认定作者清白,则向其道歉;若作者有错,应及时发表撤销声明,通知处理结果。对我国期刊事业的启示:对管理部门而言,明确界定和规范科研过程及行为准则尤为重要;对期刊编辑部而言,应主动应对论文撤销,积极捍卫其声誉,改善期刊生态;对于期刊界而言,应尽快建立类似于COPE的期刊编辑行为指南,从而对撤销论文有据可循,规范高效应对。
