摘要
通过对国内外煤矿安全管理体系现状的分析发现:现行的体系大多通用性强,较为抽象,缺乏一套具体、实用、针对性强且易于操作的体系。针对目前煤矿安全管理中存在的主要问题,以风险预控为核心,从事前预防和事后处理两方面着手,建立了以危险源、隐患、应急管理为三大核心要素的新型煤矿安全管理体系,对于推动煤矿企业安全管理体系的建立,有着重要的意义。
An analysis conducted on the present status of the mine safety management system at home and broad showed that the present system mostly was a system with a high universality, quite abstract, lack of certain, practice, high pertinence and easy operation. According to major problems existed in the present mine safety management, based on the risk prevention and control from a prevention before the risk occurred and a treatment after the risk occurred, a new mine safety management system was established based on the danger source, hidden danger and emergency management as the three key factors and would have important significances to promote the establishment of the mine safety management system in the coal mine enterprises.
