摘要
目的:分析我国政府购买艾滋病防治领域社会组织服务的模式及现存问题。方法:采用文献法和知情人深度访谈方法收集资料。结果:当前我国政府购买艾滋病防治领域社会组织服务包括非竞争性授权/委托、竞争性招标购买以及非竞争性补贴购买;面临的最大挑战是国际项目撤出后社会组织的可持续性发展问题。结论:政府应当采取措施用财政资金支持社会组织可持续性发展。
Objective： To analyze the models and existing problems of government procurement social organization services in HIV prevention field. Methods： Data was collected by literature review and depth interview. Results： The models government pro- curement services for social organizations in HIV prevention field included non-competitive authorization, competitive bidding procurement and non-competitive subsidies procurement. The greatest challenge was the sustainable development of social organization after the termination of international health program. Conclusion： The government should use fiscal funding to support the sustain- able development of social organizations.
