摘要
跨区域联合开发区(以下简称为共建园区)是推进长三角地区一体化和区域协调发展的重要一环。管理机制优化有利于共建园区可持续发展。基于长三角地区共建园区发展历程与现状,分析共建园区合作双方的驱动力、合作模式与管理体制;研究影响共建园区管理机制的主要因素。提出包括加强顶层设计与合作规范;构建长三角一体化市场;创新合作模式与管理体制;建立长效合作与利益分享机制;构建运营主体企业化和政府服务平台化的园区运作机制等对策建议。
Trans-regional co-construction industrial park takes an important part in promoting the integration in the Yangtze River Delta and coordinated regional development. Optimizing management mechanism is conducive to sustainable development of co-construction industrial park. Based on the developing status of co-construction industrial park in the Yangtze River Delta, The article analyses the driving force between the two sides, cooperation mode, administration system,etc. After studying the main factors of management mechanism of co-construction industrial park, this article puts forward the countermeasures including designing strategy at the top level and formulating norms of cooperation, construction of integrated market in Yangtze River Delta, innovation of management system and cooperation mode, establishing mechanism of long-term cooperation and benefit sharing, constructing unite mechanism of government service platform and enterprise operation platform, etc.
