摘要
采用文献资料法、逻辑分析法等研究方法,界定了群众体育政策过程中公民参与的内涵,探讨了公民参与群众体育政策过程中的价值,并深入分析了公民参与群众体育政策过程的制约因素,最后提出了提升公民参与群众体育政策过程的主要路径:培育公民文化,强化公民参与群众体育政策过程的主体性;健全和完善公民参与群众体育政策过程的制度机制;提高群众体育政策过程中公民参与的组织化程度;积极引导,增强政策过程中公民体育权利意识及表达能力。
Using the literature reviews,logic analysis and other research methods, the authors define the meaning of citizen participation in the policy process of mass sports, discuss the citizen participation value in process of mass sports policy, and analyze the constraints factors of citizen participation in process of mass sports policy. We finally present the main path to enhance citizen participation in the process of mass sports policy, such as cultivating civic culture, and strengthen citizen participation in the policy process of mass sports subjectivity ;improving and perfecting the system of mechanisms for citizen participation in mass sports policy process ; improving the degree of organization of civic participation in the process of mass sports policy;actively enhancing the ability of citizens to express rights awareness and sport in the policy process.
