摘要
跨太平洋伙伴关系协定谈判已经进入最后阶段,但是各经济体在关键领域的谈判立场分歧较大。美国希望通过跨太平洋伙伴关系协定,推动新一代的国际贸易投资规则形成,规范约束新兴经济体的经济发展。由于跨太平洋伙伴关系协定谈判选择性地吸收了成员方,亚洲特别是东亚地区经济体对各自的区域一体化战略和东亚合作目标进行了大幅修正,导致目前本地区的区域一体化出现两务路径。不仅如此,跨太平洋伙伴关系协定还可能对亚太自贸区和多边贸易规则产生深远影响,在此背景下,继续加强对跨太平洋伙伴关系协定的研究,全面、通盘考虑成本收益,有助于帮助制定下一阶段的中国贸易策略。
The negotiation of the Trans-Pacific Partnership Agreement has entered into the final stage, hut its participants have not made compromise in the key areas so far. The United States seeks to promote a new generation of international trade and investment rules, through the Trans-Pacific Partnership Agreement, in order to regulate even to constrain the development of the emerging economies. Because of emergence of the Trans-Pacific Partnership, the economies in the East Asia have been changing their FTA strategies and their attitudes towards the East Asian Cooperation, leading to two competing FTA tracks emerged in the region. Moreover, the Trans-Pacific Partnership may have a profound impact on the Free Trade Area of Asia-Pacific and multilateral trading system. In this context, priority needs to be given to a more comprehensive and deep study on the cost and benefit of the Trans-Pacific Partnership, in order to help formulate a better trade policy for China in the next phase.
