摘要
本文从标准、技术、政策等方面对我国船舶港口空气污染防治现状进行了研究,指出2013年全国拥有水上运输船舶达到17.26万艘,全年港口完成货物吞吐量达到117.67亿吨,连续多年位居世界首位,由于我国目前船舶港口污染防治水平落后,污染排放日趋严重,尤其是长三角、珠三角和京津冀等沿海沿江地区,船舶港口排放已成为大气污染的重要来源之一。目前我国船舶港口主要存在标准法规不健全、控制技术水平落后、缺乏有效监管等问题,未来我国在船舶港口空气污染防治方面应加快标准法规制定、提高污染防治技术水平、加强部门间协调合作等,从而有效降低我国船舶和港口污染,改善区域空气质量。
In the aspects of standards, technology and policy, the author made a deep research on the ships and ports emission control in China. It is pointed out that there are 172,600 transport vessels in China in 2013,the throughput of the ports reached to 11. 767 billion tons throughout the year and keep the first place for many years in the world. Due to the current ships and ports pollution control level,the emission getting worse and worse,especially in the coastal area along the Yangtze River delta,the Pearl River delta and the Beijing-Tianjin-Hebei region, the emission of ships and ports has become one of the important sources of atmospheric pollution. There are some challenges in ships and ports emission control,such as standards and regulations is not perfect,the emission control technology is lag behind,the lack of effective regulation and other issues. In order to effectively reduce the ships and ports pollution and improve the regional air quality,it should speed up the standards and regulations formulation, improve the level of pollution prevention and control technology,strengthen coordination and cooperation between government departments in the future.
