摘要
随着自由主义政治哲学价值中立性遭到广泛质疑和深入批判,公共政策的价值导向性问题呈现出来。从政治哲学的角度来看,公共政策不仅是对个体行为的消极约束与限制,更是对蕴涵价值追求的公共行动的积极确认与鼓励。公共政策的价值导向性展现在对经验性事实的客观描述和对理想性规范的主观追求之中,并突出了公共政策内涵的问题意识和所发生的公共境遇。民主化时代的公共政策在制定、执行和评估过程中应都体现出强烈的民生价值导向,由此才能真正实现公共决策的科学化和民主化。
The emergence of value orientation of public policy along with the questions and criticises for the value neutrality of libertarian political philosophy. From a political philosophy viewpoint, public policy not only constraints and restricts individual negative behavior, but also recognizes and encourages public action that full of value. The value orientation of public policy appears in the objective description of the facts of experiences and the subjective pursuit of ideal norms, highlights the question consciousness of the meaning of public policy and it's public situations. In a democratic era, public policy should refl ect a value orientation to people's livelihood, which can truly help to realize the scientific and democratic public decision-making.
