摘要
应急信息需求分析是应急信息管理的基础,也是应急管理的前提和条件。结合生命周期、决策论等理论基础,从应急信息需求的影响因素出发,构建了应急信息的多维度分析模型,系统全面的分析了在不同阶段、不同决策主体、不同决策目标维度下的应急信息的需求及信息之间的内在关系。
Analysis of emergency information needs is the base of information management, also the prem-ise and condition of emergency management. Combining with the life-cycle and decision-making theo-ries, this study proposes a multi-dimensional analysis model, which consists of emergency stages, deci-sion agents, decision targets to describe information needs and their inner- relationship.
