摘要
由于我国报应刑主主思想和重刑主义思想的不良影响,主张"假释奖励说",对拟假释罪犯的再犯危险性评估缺乏说服力等原因,我国的假释率偏低,假释工作明显落后,这与行刑社会化的国际大趋势极不适应。只有提高认识,转变思想,完善相关立法,才能推动我国罪犯假释率的提高和行刑社会化的进程。
In the international trend of socialized execution, according to the important instructions of perfecting the community correction system being put forward on the the Third Plenary Session of Eighteenth Central Committee, the author carries out rational reflection on the factors which cause the low rate of parole in Guangxi, emphasizes the importance of changing idea, establishing concept of socialized execution, and proposes countermeasures against above problems.
