摘要
改革开放以来,我国农村实用人才队伍发展迅速,地位和作用日益凸显,而我国"二元经济结构"则导致了"二元人才结构",广大的农村实用人才身份和地位得不到制度性的承认。农村实用人才认定工作滞后,认定管理制度尚未构建,这成为农村实用人才队伍规模不大、发展不稳定和随意性的关键原因所在。提高对农村实用人才认定工作的认识,制定合理的认定标准,采取可行的认定管理措施,构建科学的认定制度,有利于打破"二元人才结构",充分发挥农村实用人才的作用,推动农村实用人才队伍健康成长和可持续发展。
The functional talents in rural areas have grown up rapidly and began to show their capacity and importance since the reform and opening up. While the existing "rural - urban economic model "in China have left the talents in rural areas in an awkward situation their status and position cannot be recognized and authenticated by the society even though they have already shown their efforts in economic development in rural areas. Lack of mature authentication and management system and timely talents authentication are the two key factors that drag down the development of rural talents group. And those questions can be found in limited functional talents group scale, unstable and loose development situation. Enhancing the cognition of rural functional talents authentication work, building up reasonable authentication standard, applying practical management measures and establishing scientific authentication system will be urgent and necessary methods that help to break through the "rural - urban economic talents model "in the way. These methods will emphasize the status and respect that talents should have, pushing functional talents construction in rural district up to a new level. After that, the functional talents group construction and development in rural areas can expect a series of great, stable and sustainable leaps, which will surely lead to new prosperity in rural areas.
