摘要
为建立一个相对科学、易于操作的衡量地方政府执行力水平指标体系,以应对目前地方政府绩效考核的各种困惑,分析了地方政府执行力的宽泛性、艰巨性、不确定性、主观差异性等特征进行,探讨了若干项影响地方政府执行力的因素与指标,提出了包含5个一级指标和24个二级指标的地方政府执行力考核体系,探索了运用这些指标对地方政府执行力的科学评价.
In order to establish a relatively easy and scientific index system to measure the local governmentalexecutive ability,to solve current confusion about the performance assessment of local government,in this paper,theauthor analyzed the characteristics of the local government executive ability,including extensiveness,difficulty,uncertainty and subjective difference,and discussed several factors affecting the local government executive ability,put forward an index system of the local government executive ability assessment,containing five primary indexessand 24 secondary indexes,then explored the use these indicators to the scientific evaluation of the execution forlocal governments.
