摘要
合理地确定太阳能集中供热水系统热水收费标准和收费方式成为保障太阳能热水系统的正常运行阶段急需解决的问题。热水费用构成可归为固定费用(Y1)和变动费用(Y2),研究其组成及相应计算方法,探讨用户热水使用的计量方式、收费模式及实施程序,可为太阳集中供热水系统相关单位与用户共同商定热水定价和收费方式提供指导,为相关制度的出台提供参考,确保太阳能集中供热水系统运行时持续资金投入,保证其长期发挥节能减排效益。
It is an urgent problem to make the reasonable pricing standards and charge system of solar collective hot-water supply system in order to ensure it runs normally. The hot-water cost includes fixed cost（Y1） and variable cost（Y2）. The study on the cost composition and the relevant calculation method, the discussions on measuring of consumer＇s hot-water amount, the charge system and the operational procedure all provide some guidance for an agreement with the relevant company and the users of the solar collective hot-water supply system, provide some references for relevant systems designing, which ensures sustained funding during the solar collective hot-water supply system runs and long efficiency on conserving energy and reducing emissions.
