摘要
为提高水资源配置效率,本文从社会、经济、人口及生态环境的可持续发展角度来构建水资源可持续利用指标体系,运用均方差决策法对2007—2012年天津市水资源可持续利用进行评价,并预测了天津市2013—2015年水资源可持续利用状况。结果表明:2007—2015年天津市水资源可持续利用状况有了显著的改善,从较弱—中等—较强—很强状态,但尚未达到完全可持续利用;同时分析并识别出影响水资源可持续利用的主要因素,为水资源与社会经济、人口、生态环境健康协调发展制定科学策略。
In order to improve the efficiency of water allocation, the evaluation index system for water resources sustainable utilization is established from Perspective of sustainable development of the social, economic, population and ecological in this article. Based on MSE decision method , water resources sustainable utilization in Tianjin from 2007-2012 is evaluated and predicted from 2013-2015. It proves that: the situation of sustainable use of water resources of Tianjin from 2007-2015 has improved significantly, from weak - medium - strong - very strong state, but has not yet reached full sustainable utilization. Meanwhile the main factors affecting the sustainable use of water resources are analyzed and identified so as to develop scientific strategies for the coordinated development of water resources, socio-eeonomic, demographic, ecological.
