摘要
技能培训是水库移民积累人力资本的重要手段以及解决水库移民遗留问题、实现移民安稳致富的重要途径。通过对既有移民技能培训研究的回顾及比较发现,受教育程度、劳动分工、需求、家庭决策权、社区决策权、社会性别观念等6个方面的差异影响了技能培训效果。为了取得更好的培训效果,需要倾听移民妇女的声音,考虑社会性别的差异性,将移民女性的技能培训需求纳入到培训宣传、培训时间、培训地点、培训内容、培训形式等方面的策略中来。
Resettlement skill training is an important mean to accumulate human capital of reservoir resettlement, solve remaining issues and achieve stable and rich development. On the basis of reviewing resettlement skill training study, the comparison finds that the differences in education, division of labor, demand, household decision-making, community decision-making and conception of gender will affect training effect. In order to achieve better training results, the demand of resettlement woman need to be understood, the gender differences need to be taken into account and the demand in skills training for resettlement women should be reflected in five strategies of propaganda, training time, training location, training content and training form.
