基于AHP-FCE的园区企业污水治理绩效水平研究 被引量:1

Study on the level of sewage treatment evaluation for enterprises in industrial park based on AHP-FCE model

摘要 结合殷村港流域工业园区企业废水治理的实际情况,建立了企业污水治理绩效评价指标体系,运用层次分析法确定了各指标的权重,运用模糊综合评判理论建立了企业污水治理绩效评价模型,并将该模型应用于工业园区某企业污水治理绩效水平的综合评价。结果表明,模糊综合评价方法可操作性强,可在园区企业污水治理绩效水平综合评价中应用。 The present paper intends to develop a comprehensive assessment model for sewage treatment evaluation based on the fuzzy comprehensive evaluation theory, which is oriented for the assessment of the industrial parks and zones by taking Yineun Harbor basin as the case study sample. The said comprehensive assessment model includes 12 indicators from the following three areas, such as the environmental protection benefits, the resource utilization benefits and the recycling utilization benefits accumulation, with the factor weight sets being calculated via the analytic hierarchy process (AHP). The resuits of our evaluation show that the factor weight of the environmental protection benefits, resource utilization benefits and recycling utiliza- tion benefits should account for 0.413, 0. 327 and 0.260, respectively. Judging by the maximum membership degrees principles, it can be found that the COD concentration, NH2 -N concentration, TP concentration, TN concentration, units products sewage volume and the sewage processing stable standard rate can all be ranked as the grade of "good", whereas the per-unit product water consumption, and the tail water recycling rate can be categorized into "excellent" grade. And, the sewage ehroma and the sewage plant running load may account for half of "excellent" and "good" ; and for half of in- dustrial water recycling utilization rate with some part being half "good" or "simply OK". In addition, sewage processing cost can be put into the "simply OK". The evaluation results show that there is only 26 % of sewage treatment of the industrial parks and zones can be relegated to the level of excellent, 54.7 % to the level of good, 15.1% to the "simply OK", and the rest of 4.1% to the poor one. According to the maximum membership degree principle, the sewage treatment situation for the aforementioned industrial parks and zones can be regarded as OK level. Thus, the fuzzy comprehensive evalua- tion method developed by the given paper turns to be feasible, and worthy to be widely applied in the comprehensive assessment for sewage treatment in industrial parks and zones.
