摘要
传统评价我国钢铁企业技术效率时,没有考虑钢铁企业对能源、资源的消耗以及对环境的污染,本文运用Undesirable-SBM模型,考虑循环经济下我国钢铁企业技术效率,将能耗、水耗及非期望产出纳入评价模型,对2006—2010年我国钢铁企业技术效率进行综合评价,重点考察技术创新及资源循环利用程度对钢铁企业技术效率的影响.研究发现,非效率广泛存在于我国钢铁企业当中,企业之间的效率差距较大,在现有技术条件下,还存在较大的节能减排潜力;教育投资率、三废综合利用产值率对技术效率显著正影响,研发投资率、环保投资率、水循环利用率对技术效率影响不显著.
The past research didn' t take energy consumption and environment pollution into consideration when evalua- ting Chinese iron and steel enterprises' technical efficiency. Based on Undesirable-SBM model, it investigated techni- cal efficiency of Chinese iron and steel enterprises from 2006 to 2010 by taking energy consumption, water consumption and undesirable outputs into consideration. It also evaluated the effect of technological innovation and utilization of re- source recycling to technical efficiency. The results show that the average technical efficiency was very low indicating inefficiency in many enterprises. These enterprises have huge potential to reduce energy consumption, water consump- tion as well as waste emission. Education investment and value of utilization waste have significant positive effect on technical efficiency while R&D, environment investment and water recycling have no significant effect on technical effi- ciency.
