摘要
石油央企要全面深化改革,必须在解放思想的同时统一认识,同时避免把过程当作目标和结果、旧瓶装新酒、对所谓垄断企业一棍子打死以及出现零和博弈或双输局面等问题。石油央企的改革须回归石油行业、企业和管理的本质。建议:1)明确战略目标,增强战略定力;2)携手民企,共同开发海外市场;3)谨慎推动一体化模式,着力推进专业化重组;4)注重公司治理,构建"橄榄型"组织架构。
Central oil enterprises need to comprehensively deepen reform, and at the same time agree to emancipate the mind. The central oil enterprise reform process needs to avoid treating the objectives and results as putting new wine into old bottles, whereby a so-called monopoly enterprise is beaten to death and a zero-sum game or lose-lose situation emerges, and four major problems arise wherein reform of central oil enterprises causes the nature of the oil industry, companies, and management to regress. Proposals to reform central oil enterprises: 1) clear strategic objectives, strengthening strategic persistence; 2) developing overseas markets jointly with national oil companies; 3) careful promotion of the integrated model, putting effort into promoting specialty groups; 4) focusing on corporate governance, and building an oliveshaped organization structure.
