摘要
从水量、水质、效率三个方面分析了我国城镇化和工业化进程中农业用水面临的严峻形势,从人口结构、产业结构、比较效益、资金投入和污染排放等方面阐释了城镇化、工业化发展对农业用水的影响,基于现状和预测揭示了农业用水未来面临的挑战。在此基础上,提出了城镇化和工业化进程中农业用水保障的相关措施,包括农业水资源确权、用途管制、转让审批、转让补偿、水污染防控、节水挖潜、工程运行管理七项核心任务。
From the three aspects of water quantity, water quality and water use efficiency, the serious situation faced to agricultural water use of China is analyzed in the processes of urbanization and industrialization. It explains the potential impacts on agricultural water use due to development of urbanization and industrialization as demographic, industrial structure, comparative benefit, investment and pollution. The challenge to the agricultural water use in the future is also illustrated based on the present situation and the forecast. Then some key relevant countermeasures to protect agricultural water use in the processes of urbanization and industrialization are put forward, including the fight establishment of agricultural water, transfer control and transfer compensation of agricultural water, agricultural water pollution control, agricultural water saving, irrigation project operation and management.
