摘要
为促进兵团基本公共服务均等化的实现,选取2001-2011年间兵团十四个师基础设施、义务教育、公共医疗卫生及社会保障四个方面的多项数据,运用综合评价方法和变异系数法对兵团基本公共服务均等化水平进行测度与评价。研究发现,兵团基本公共服务及选取的各组成部分的均等化水平均随着时间推移呈降低趋势,兵团基本公共服务四项内容中均等化程度由高到低排列依次是基础教育、社会保障、公共医疗卫生、基础设施,不均等的主要原因在于地理区位差异大、区域间经济发展水平差距较大、独特的财务管理体制制约以及优秀人才的缺失,并提出对策建议。
In order to promote Corps to achieve equality of basic public services, the article, from four aspects including infrastructure, compulsory education, public health and social security, selects fourteen divisions' various data from 2001 to 2011, and uses comprehensive evaluation method to dynamically study the development level of equalization of basic public services of Corps. Studies have found that equalization of basic public services and all aspects of indicators levels show a trend of decrease with the passage of time ; the order of basic public services equalization degree, from the highest to the lowest, is the compulsory education, social security, public health and infrastructure, mainly due to a large gap of economic development, financial management mechanism constraints as well as the lack of talent. The article finally makes relevant policy recommendations.
