摘要
通过学术文献统计样本分类规则、样本剔除规则和样本统计规范,检索中国知网,得到网络舆情中文学术文献样本1505篇。采用统计归纳法分析,发现中国网络舆情问题提出于2002年,学术研究开始于2005年,在国家科学研究能力体系资助下,形成了6个研究方向和16个研究专题。构建起"界定研究领域,掌握演化规律,把握行为方式,研发技术手段,开展监测监控,实现舆情治理"的学术研究思路。由于重于管理技术研发,轻于演化规律探索,网络舆情治理绩效不张。由于网络舆情本身的性质,网络舆情监控价值有限,构建长久、稳固、可靠的网络安全防线迫在眉睫。提出网络生态概念,提出通过前置式培育,弘扬正生态,抑制负生态。网络生态必将是网络舆情理论研究的学术前沿和网络舆情控管实践的主导方向。
After retrieving China National Knowledge Infrastructure （CNKI） via the statistical sample classification rule, sample elimination rule and sample statistics norm of academic literature, 1505 Chinese academic literature samples concerning network public opinion are obtained. Analyzing using statistical inductive method, this thesis finds that issues regarding Chinese network public opin- ion were raised in 2002 and relevant academic researches thereof were conducted in 2005; and under the funding from state scientific research ability system, 6 research directions and 16 research topics were formed, and the academic research approach of ＂defining research field, mastering evolution rule, developing technical means, carrying out monitoring and supervision, and realizing public opin- ion governance＂ was constructed. However, since more attention was paid to the research and devel- opment of management technologies instead of the exploration of evaluation rules, unsatisfactory per- formance of the governance of network public opinion was resulted. Due to the inherent property of network public opinion, the monitoring of network public opinion won＇t play a rather important role, while the establishment of a long--term, firm and reliable network security defensive line is the ur- gency to take. Therefore, this thesis proposes the concept of network ecology, and suggests promo- ting the positive ecology and restraining the negative ecology via prefix fostering. In addition, this the- sis also argues that network ecology will certainly be the academic frontier of the theoretical research of network public opinion and the prevailing direction of the management practice of network public o- pinion.
