摘要
新型城镇化的表象特征是农村人口进城,而在本质上是传统乡村社会的解体和现代城市生活方式的传播与建构,这一过程在创造人的城市化的同时,也在创造具有法制契约精神的市民社会。民族地区新型城镇化的建设在必须遵循新型城镇化一般规律的同时,还要根据民族地区发展的实际创造适合本地区的城市化发展路径,而其关键点有三:一是充分体现新型城镇化的核心价值,创造多样性和地方性结合的民族城市发展模式;二是建构民族地区城市发展的"文化动力因",形成区域性的"城市文化资本"再生产机制;三是建构新型城镇化的"文化治理模式",开辟具有国际竞争力的民族地区新型城镇化的特色发展路径。
The surface of ' new-type urbanization' is the move of rural people towards cities,however,the essence is in fact the process in which the traditional rural society breaks up and the modern urban lifestyle is being constructed and spread.Urbanization of people as well as the civil society supported by agreement and law system is being created in this process.The 'new-type urbanization' of ethnic areas should put both the general pattern of urbanization and the reality of ethnic areas into consideration so that there can be a suitable urbanization pattern for itself.In order to achieve this,three key facts are as follows:the first one is to achieve the core value of ' new-type urbanization',based on which we can create a development pattern for ethnic cities with both local traits and diversity;the second one is to construct the 'cultural drive' to promote the development of ethnic cites and form a reproductive mechanism in which regional 'urban cultural capital' is being produced;the third one is to construct a 'culture governance pattern' of 'new-type urbanization',based on which ethnic areas will develop an original way to achieve urbanization with global competitiveness.
