摘要
人才资源是"21世纪第一资源",人才资源竞争力是获取可持续发展动力的源泉。如何通过体制机制的创新来创建人才管理改革试验区,利用好人才为经济社会的发展做出贡献,是一个具有重要现实意义的课题。本文尝试结合项目管理的理论方法,构建南京人才管理改革试验区的绩效评价指标体系,通过设计试验区绩效评价指标相对重要程度调查问卷和绩效评价二级指标实际情况调查问卷,结合问卷调查统计结果,应用层次分析法构造每个层次的判断矩阵并确定权重,运用模糊综合评价法对南京人才管理改革试验区建设项目进行绩效综合评价。
Talents are "1st resources in 21st Century", while the talent resource competitive- ness is the sustainable development power around the world. How to use talent for the development of social economic contribution is a widely studied topic. It is a very valuable topic that how to initiat system mechanisms to create Talent Reform Pilot Area and make good use of talents for the contribu- tion of developing economy and society. This paper attempts to construct the performance evaluation index system of Nanjing Zijin Talent Reform Pilot Area connect with the theory of project evaluation. Combined with a questionnaire survey and the AHP judgment matrix method each level and deter- mine the weights, the paper reaches the conclusions by the use of fuzzy comprehensive evaluation method for comprehensive evaluation of the performance of Nanjing Zijin Talent Reform Pilot Area.
