摘要
在我国现行的城乡规划制度下,对公众的城乡规划异议的救济途径存在不足,因此研究提出在能够承担城乡规划咨询、协调和评审职能的城乡规划委员会下设立城乡规划申述委员会,处理公众对城乡规划草案或方案的申述,充分发挥各地城乡规划委员会的作用,在政府部门和公众之间搭建沟通平台,从专业角度处理和化解因规划编制而产生的纠纷。
Public opinions on planning stil have rare outlets under present urban planning system. The paper suggests setting up an appeal committee that of ers consultation, coordination, and inspection service. The committee wil be a bridge between the government and the public, deal with public appeals on planning drafts and proposals, and resolve the contradiction in planning compilation.
