摘要
通过对传统模式和BOT+EPC模式下的安全投资分析对比,针对BOT+EPC协同的安全管理技术给项目带来的经济效益和对社会经济发展的贡献建立了安全效益评价指标体系.应用AHP-灰关联确定权重,建立了引进权重系数的C2 R模型,并对重庆沿江高速公路BOT+EPC项目进行了实例评价,结果表明,BOT+EPC模式的高速公路建设与运营安全管理对安全效益的提升作用显著.
Through comparing and analyzing the safety capital on BOT + EPC mode and the traditional mode,aiming at the economic safety benefit and contribution to the social economic development which are brought by the BOT + EPC's cooperative safety management technology,a system of safety benefit evaluation index can be carried out.By applying AHP-grey correlation to determine the weights,then the C2 R model which brings in the weight coefficient is established,moreover a living example evaluation of expressway project with BOT + EPC along the Yangtze river in Chongqing.According to the research,the BOT + EPC mode of expressway construction and operation safety management have efficient effects on the promotion of the safety benefits.
