摘要
"十三五"时期将是我国确保实现全面建成小康社会宏伟目标最后冲刺的5年,也将是我国全面深化改革在重要领域和关键环节取得决定性成果以及转变经济发展方式取得实质性进展关键的5年,我国将面临经济新常态、"三期叠加"、产业转型升级、科技创新、社会转型等一系列的新形势、新任务、新特征和新挑战。在这种背景下,上海必须更多承担国家战略,进一步发挥全国"改革开放排头兵、科学发展先行者"的率先和引领作用。
＂The Thirteenth Five-year Planning＂ period will be the last five years of the final sprint to fully complete the realization of the magnificent goal of a well-off society in victory in, it will also be a period of great significance when decisive outcome of a comprehensive deepening reform in key areas and key links and the substantive progress of transformation of economic development will be achieved. China will face a series of new situations, new tasks, new features and new challenges such as economic new normal, ＂three periods overlay＂, industrial transformation and upgrading, science and technology innovation, social transformation, etc. In this context, Shanghai must commit more to national strategy to act as ＂ the vanguard of reform and opening up, the pioneer of scientific development＂.
