简述燃煤发电超低排放技术发展形势及其技术路线,对比经超低排放改造的燃煤发电与燃气发电的污染物排放水平,按照单位电量污染物排放指标评价,燃煤电厂使用超低排放技术后污染物排放量大幅降低,但与燃气发电还存在一定差距。对燃煤发电超低排放改造造价以及发电成本进行了估算,发电成本增加幅度在大型燃煤发电集团企业可接受范围内,且新发布的环保补贴办法基本填补改造增加的发电成本。超低排放技术在一定程度上增强了燃煤发电的竞争力,为燃煤发电开拓新的发电市场提供了有利条件,但该技术的推广应用对进一步改善整体环境的作用较小,投入产出比相对较低,若将改造资金用于其他行业的环保改造可能效果更佳。
The development trend and technolo- gy route of ultra-low emission control technology for coal-fired power generation are introduced. The emis- sion of pollutants from the coal-fired power generation utilizing the ultra-low emission control technology is compared with that from gas-fired power generation. Based on the assessment of the emission of pollutants per unit of power, the emission of pollutants from the coal-fired power plant utilizing the ultra-low emission control technology is significantly reduced, but it has a certain gap compared with the gas-fired power plant. The reconstruction cost of the coal-fired power plant by utilizing the ultra-low emission control technology and the power generation cost are estimated. The increase of power generation cost for the large coal-fired power generation groups is affordable, and the new subsidy policy almost covers the incremental power generation cost. The ultra-low emission control technology en-hances the competitiveness of the coal-fired power gen- eration to a certain extent and provides favorable condi- tions for exploring the new market for coal-fired power generation. The popularization and application of this technology play an insignificant role in further improve- ment of the overall environment, and the input-output ratio is relatively low. The effect for environmental pro- tection can be better if the reconstruction funds are used in other industries.
