摘要
融合教育政策作为一项公共政策,它能否顺利有效实施,在整个政策过程中起着不可或缺的关键作用。近年来,尽管广州市的特殊教育工作取得长足发展,但与美国等国家相比差距很大,广州市特殊教育实施时间较短,而且受到政策实施主体、政策目标群体以及政策实施环境等因素影响,还存在一些相对薄弱的环节,工作中面临不少实际困难。本文拟对当前广州市特殊教育现状,剖析其在发展过程中遇到的问题,并提出促进特殊教育发展的相关对策。
Inclusive education policy constitutes an important component of the public policy. In recent years, although Guangzhou has made substantial progress in exploring this policy, it is still lagging behind some other countries, the United States in particular. Such is owing to the fact that this policy is quite new, and it would take longer time to validate its effects. In addition, there are some other unfavorable factors in both policy-making and implementing. This paper proposes countermeasures to address the problems.
