摘要
随着我国城市化进程的深入推进,城市经济已经成为社会经济的主体,竞争也从企业竞争,产业竞争,区域性竞争演变为联合区域竞争,城市群作为竞争主体在社会经济中出现,城市群作为一种新的竞争模式被应用。本文在大量研究了国内外文献和城市群抱团发展案例的基础上,提出了城市群战略的有效框架:战略联盟。然而,城市群战略联盟不同于企业战略联盟,城市群具有的权力主体、跨区域、跨文化、跨组织等特征为城市群战略联盟模式的有效运作增加了难度。本文从城市群战略的组织协调机制、城市群战略的沟通与信任机制、城市群战略的激励与约束机制,以及城市群战略联盟的潜在威胁:机会主义等视角对城市群战略联盟有效框架的构建提出建议。研究对指导丰富城市群理论、区域经济发展理论以及中国城市群实践均有一定的现实意义。
With the development of urbanization in China, urban economy is playing the dominant role in social economy. The form of competition has evolved from competitions across firms, industries, regions to integrated regional competitions. Urban agglomeration has emerged as a major competitor in social economy. As a new form of competition, urban agglomeration has been widely used. Based on a large body of overseas and domestic literature and case studies on urban agglomeration, this article proposes an effective framework of urban agglomeration strategy: strategic alliance. However, city strategic alliance is different from enterprise strategic alliance. The urban agglomeration, characterized with power entity, cross-region, cross-cuhure, cross-organization, is faced with new challenges when it comes to the effective operation of city strategic alliance. This article puts forward suggestions on urban agglomeration development framework with dimensions of organizational coordinative mechanism, communicative and trust mechanism, incentive and constraints as well as potential threat-opportunism. This study has important implications for enriching theories and practices on urban agglomeration and regional economy development.
