摘要
采用文献资料和逻辑分析等研究方法,运用公共政策理论、组织理论,对英国青少年体育信托基金会(YST)发展战略(2013-18)——体育改变生活进行分析。在战略中,YST在五年计划中将工作定义为三个领域:"体育开始"、"体育改变"和"体育优异",并倡导"学校"、"社区"和"家庭"三种不同的组织进行分工和合作,利用组织合力推进青少年体育工作。该战略具有体育服务整合、关联组织合作、目标覆盖多元化和量化易于考核等特点。根据YST的战略,研究认为:我国青少年体育工作应该引入战略思维、注重社区对青少年体育的接纳、推动青少年体育服务整合和加强大型体育赛事的遗产教育等。
With the methods of literature and logical analysis,on the basis of public policy theory and organization theory,an analysis was made on the development strategy of UK Youth Sports Trust（YST）（2013 -18）-Sports Change Life. YST has defined the sports work as three areas in the strategy：“sports start“,“sports change“ and“good sports“,and advocated the division of labor and cooperation from three different organizations - “ school“,“community“ and “family“ to promote youth sports. This strategy has the features of sports service integration,associated cooperation,diversified targets and easy quantitative evaluation, etc. According to the strategy of YST,it is suggested that youth sports work in our country should introduce strategic thinking,pay attention to the acceptance of community to youth sports,promote the youth sports service integration and increase the sports heritage education of major sports events,etc.
