摘要
本研究基于某县项目制运作的经验总结,从政治逻辑和治理逻辑两个层面论证项目制在基层实践中的性质,并厘清其中的内在机制。研究发现,在政治逻辑上,项目制基层实践中表现出明显的"去政治化"特征;在治理逻辑上,项目制基层实践表现出明显的"弱治理"特征。项目制基层实践中的上述性质表明,在基层实践中项目制并非作为"新的治理体制"而存在。这一方面回应了项目制为何在基层实践中沦为对利益的追逐和分割,另一方面为从基层治理论域和国家能力两个方面展开后续研究提供了基础。
Based on the experiences of the project systemin operation in a county,this paper attempts to interpret the characteristics of the project system and sort out its internal mechanism according to political and governance logic. Our study has found out that,in terms of political logic,operation of the project system at the grassroots level has obviously been'de-politicized,'and in terms of governance logic,it is tending towards'weak governance.'All this shows that the project system has failed to serve as a'new rural governance system.'This explains why the project system,when practiced at the grassroots level,has degenerated into sheer pursuit of benefit gains and distribution. Our finding may pave the way for future development of research along the lines of grassroots level governance and state power.
