摘要
深化的规划转型对城市总体规划强制性内容制度提出了新要求。本文着眼于其中的编制技术环节，首先从间接的规划衔接与直接的规划技术工具两个方面考察规划体系中的“强制”关系与其中的强制性内容，对现状做出了“对象过多”和“手段多元”的评价；其次按照管制目的进行简化归并，初步构建了新的内容范畴和管制方法体系；最后提出加强衔接、提升直接实施技术、推进配套制度改进和相关支撑技术等建议。
The current reform of the planning system has come up with new requirements on the mandatory content. This paper focuses on its compilation techniques. Firstl.y, the paper conducts an analysis on the mandatory relationship and contents within the planning system from direct and indirect aspects, and con eludes that current mandatory contents are ＂multltargeted＂ and have ＂multi tools. ＂ Secondly, based on the main pur pose of this institution, the paper tries to construct a new content scope and to form a new regulation system. Finally, several proposals have been made, which includes strengthening the compliance of regulatory plan in master plan which en sures the mandatory content delivery in the planning system, promoting the sup porting institution, encouraging relevant supporting technology applications, etc.
