摘要
以英国国际发展部的可持续生计方法分析框架为研究基础,通过对云南省丽江市玉龙县的生态补偿情况进行实地调研,运用专家打分法和归一法量化生态补偿对农户的生计资本的影响。研究表明:农户的基本需求、物质资本,金融资本增加,自然资本减少,人力资本和社会资本没有明显变化;现有的生态补偿方式对提高农户生计资本帮助不大。并以此提出提高生态补偿标准,拓宽资金来源渠道、建立多样化、差别化的生态补偿方式以及利用公益林的外部性大力发展第三产业等建议。
According to the sustainable development of livelihoods analysis framework of DFID,the expert evaluation method and normalization method were used to quantify the influence of ecological compensation on the farmer＇s livelihood capital. The results showed that： the basic demand,material capital and financial capital increased. However,the natural capital decreased and the changes of social capital and the human capital were not significant; the existing compensation pattern cannot improve the farmers＇ livelihoods significantly. Some suggestions were put forward such as improving the ecological compensation standard,broadening the sources of funding channels,establishing a diversified and differentiated ecological compensation and external use of forests in developing the third industry.
