摘要
随着中国不断融入世界,深入参与国际制度,中国地方政府无可避免地受到国际制度的影响。通过对上海市与世界贸易组织、北京市与国际奥委会,以及广东省与世界卫生组织三个案例的考察,可以看出中国地方政府与全球性国际制度的互动方式。一方面,地方政府从国际制度获取资源,另一方面,地方政府履行中央政府对国际制度的承诺。三个案例证明,国际制度对地方政府产生了积极的影响:后者不仅获取了资金与技术、提高了知名度、改变了陈旧观念,还开放了当地市场、提高了基础设施建设、保护了人的生存与发展。
As China continues to integrate itself into the world and to participate more deeply in international institutions,Chinese local governments are inevitably affected by those institutions. Three case studies on the relationship between Shanghai and the World Trade Organization( WTO),between Beijing and International Olympic Committee( IOC),and between Guangdong and the World Health Organization( WHO) reveal a pattern of interaction between Chinese local governments and international institutions. On the one hand,local governments have had access to the resources from international institutions; on the other hand,they have fulfilled the central government's commitment to those institutions.The three cases indicate that international institutions have had a positive impact upon local governments: they have not only obtained financial resources and technology,earned more international fame,and changed obsolete ideas,but also opened local market,improved infrastructure,and furthered human survival and development.
