摘要
区域科技创新能力是提高地方政府科技投入效能、优化科技资源配置、实现科技、经济和社会协调发展的重要保证。区域科技创新能力监测工作是动态监测科技创新活动,反映科技促进经济发展状况的有力支撑。本文在充分认识科技创新能力监测工作意义的基础上,结合山东省科技创新能力的发展概况,从科技创新的构成要素出发,以科学性、连续性和可操作性为原则,设计了山东省科技创新能力监测的指标体系,并为山东省科技创新能力监测工作的顺利开展以及山东省科技创新能力的提升提出了切实可行的对策和建议。
The innovation ability of science and technology in region is the guarantee to improve the effectiveness of investment in science and technology from the local government, to optimize the resources allocation of science and technology, and to realize the coordinated development of the science and technology, economy and society. The monitoring of innovation ability about science and technology is support to monitor dynamically innovation activity of science and technology, and reflect the status of science and technology to promote economic development. In this paper, science and technology innovation capacity monitoring index system is designed for Shandong province, combined with the development of science and technology innovation ability. The monitoring index system starts from the constituent elements of scientific and technological innovation, based on principles of scientific, continuity and operability. The countermeasures and suggestion is putted forward to ensuring the monitoring work in science and technology innovation ability, and improving the ability of innovation of science and technology.
