摘要
在需求日益多元、全面深化改革、多元主体供给具有的优势等动力因素推动下,我国竞技体育公共服务产品供给主体日益多元化。但发展过程中也存在诸多问题:政府在供给方面"缺位"和"越位"并存,其过度介入造成了供给主体的相对单一;市场组织参与供给存在着企业效益和公共目标、资本消费与投资回报之间的矛盾;多数具有法律合法性的体育社会组织独立性差,多数自发性体育社会组织缺乏法律合法身份等问题制约着体育社会组织对供给的有效参与。在以上分析的基础上,提出我国竞技体育公共服务产品供给主体多元化的实现路径:完善政府主导机制;分类改革,逐步推进,率先将具有一定市场基础的竞技体育公共服务产品市场化;强化社会组织在竞技体育公共服务产品供给中的作用;构建多元供给主体的协调合作机制;健全供给主体多元化发展的方式支持,推行政府向社会力量购买竞技体育公共服务产品;把握需求多样性,丰富竞技体育公共服务产品供给类型。
Supplier function of competitive sports public service products is becoming more and more diversified, driven by the increasingly diversified demand, the comprehensively deepen reform and the advantage of multiple subject supplies in China. But some problems also existed in the process of development;the problem on the government supply side and" va- cancy" and "offside" coexistence; the excessive intervention caused relative singleness the supplier function; market organ- izations involved in the supply have contradictions between enterprise efficiency and public goals, capitalism consumption and investment returns. There are some problems that restrict effective participation in sports society organizations supply. For example, most sports society organizations with legal legitimacy lack independence, and most spontaneous sports socie- ty organizations lack legal status. On the basis of the above analysis, we put forward the following realization way to a- chieve the pluralism of supplier function of competitive sports public service products;improvement of the mechanism of the government leadship; classification reform, gradually advances. First, we must put competitive sports service products on the market, strengthen social organizations in the role of competitive sports public service products supply;build a diversi- fied supply of coordination and cooperation mechanisms; perfect the support way of the development of pluralism of suppli- er function;implement government purchasing competitive sports public service products to the social forces;grasp the de- mand diversity and enrich product supply type of competitive sports public service.
