摘要
提出城市化进程中流动人口管理的六大战略思路,即从歧视性管理向保护性管理转变、从行政化管理向法制化管理转变、从粗放型管理向集约型管理转变、从专门化管理方式向社会化管理方式转变、从重管理向重服务转变、从惩罚为主向教育为主的环节转变,并从由村管理逐步向以社区管理为主转变,建立流动人口管理服务站、加强综合管理、充分发挥村规民约的作用、提升信息化管理的能力、加强属地管理以及加强外来流动人口自我管理等方面提出了流动人口管理的对策。
This paper puts f orward six pieces of strategic thinking about the mobile population management in the urbanization process. They are as follows： shifts from discriminatory management to protective management, from administrative management to legalized management, from extensive management to intensive management, from specialization management to socialization management, from heavy management to management oriented to service for the transient population, from punishment-oriented joint to education-oriented joint on the transient population. It also proposes the countermeasures for management of transient population. They include the gradual change from village management to community management, the establishment of the service station for transient population management, promotion of comprehensive management of the population, full use of village regulations and civil agreement, upgrading the competence of information management, strengthening the residence management and self-management of transient population.
