摘要
近年来,随着我国环境法制体系、监管体系和经济政策体系的基本建成,我国形成了包括法律、法规和相关规定在内的多层次的油气环境法律体系,油气行业的环境监管更加严格,对油气行业的影响不断加大。未来我国要构建以法治为基础、经济政策为核心的油气行业环境政策体系,这将促进石油企业提升软实力,施行绿色低碳发展战略,加快发展方式的转型升级。
In recent years, with the fundamental formation of national environment law, regulation and economic policy system,China has established a multi-level environmental legal system of oil and gas industry, which includes laws, rules and relevant provisions. Environmental regulation of oil and gas industry is stricter, with greater impact. In the future, China will build an environmental policy system for oil and gas industry based on law and centered upon economic policies. As a result,oil companies will be encouraged to improve soft power,execute green and low-carbon strategies, and accelerate the transformation and upgrading of developing mode.
