摘要
土地是人类赖以生存和发展的最基本资源。一切土地制度改革都是为了调整生产关系,适应生产力发展的需求,但是有些土地制度改革促进了生产力发展,有些却阻碍了生产力发展。中国从建国(新中国成立)初期开始进行土地制度改革,后又经历了3次历史性重大调整,即农村合作化运动和人民公社、家庭联产承包责任制、现阶段土地新政的演变。与一般规律一样,中国土地制度改革有成功经验,也有失败教训。本研究客观回顾中国土地制度演变过程中的重要历史性阶段,实事求是评价其意义和局限,在此基础上对中国未来土地制度改革进行展望,提出改革方向和重点。
Land is the most basic resource for the survival and development of human. All the reforms of land system are designed to adjust the relations of production to adapt to the needs of productive forces development. However,some reforms boosted productive forces development,while some hindered. China started the reform of land system at the early days of the nation,and experienced three times historic major adjustment. The evolution of land policy went through the rural cooperation movement,People＇s Commune,the household contract responsibility system,and present new policy. Like general rules,the reform of land system in China has had successful experiences,and learned lessons as well. This paper objectively reviewed China＇s important historical stages of land system evolution,and evaluated the significance and limits of land reform,and based on which,proposals on orientation and emphasis of land reform were presented.
