The Creation of Miami Dual-Deck Metropolitan Government and Its Achievement in Governance

摘要 20世纪美国的大都市区出现了政治碎片化现象,带来了诸多危害,于是大都市区政府体制改革应运而生。这一改革分为三个时期,即传统区域主义时期、公共选择理论占主导地位时期和新区域主义时期。迈阿密大都市区的政府体制改革成立了联邦制的双层大都市区政府,是传统区域主义时期的典型代表。在成立初期,迈阿密大都市区政府面临着内外双重困境,但到60年代后期逐渐步入正轨,为该大都市区的协调发展发挥了积极作用。 During the 20 th century,the political fragmentation of American metropolitan areas produced harms to their development,so there appeared a reform movement.It included three periods:traditional regionalism,public choice and new regionalism.The metropolitan governmental reform of Miami was a typical example of the first period,and a dual-deck metropolitan government was created.It played a critical role in the development of the metropolitan area.
