摘要
电力普遍服务具有公共政策性,其政策的普适性与个体福利的差异性决定了社会福利漏损的客观必然。为衡量由此产生的福利漏损,本论文运用消费者剩余理论,分析了电力普遍服务受助个体的福利效应;依据消费者均衡的思想,推导了偏远地区农户的电能效用函数;运用Harsanyi基数效用法,构造了基于个体效用差值的福利漏损模型。本文以广西某受助地区为例,测算了其福利漏损值。实证分析表明,通过提高基本电量可以降低社会福利漏损。
Due to electricity universal service with public policy,the value differences between the public policy and individual welfare cause social welfare leakage.The consumer surplus theory was applied to analyze electricity universal service recipients' welfare effect,the consumer equilibrium was based on to derive farmers' electric utility function,the Harsanyi'cardinal utility method was used to construct the welfare leakage model based on the utility difference.Then this paper calculated the welfare loss value of a village in Guangxi as an example and put forward the policy suggestion to reduce the welfare loss through improving the basic power consumption.
