摘要
农民市民化作为城乡一体化的一个阶段,是社会发展的必然趋势。但目前农民市民化不仅面临制度性障碍,还包括非制度性障碍。政府应通过改革户籍制度和土地制度,破除制度性障碍这一硬性因素;并加快新农村产业引入和社区建设,实现农民职业非农化及地域环境城市化:最终实现农民地域、身份、职业和生活方式的转变。
Citizenization of farmers , as an important issue in the process of urbanization , is an irresistible trend of social development .Yet the current development of farmers ’ citizenization are faced with obstacles both institutionally and non-institutionally .Reforms in the household registration system as well as land sys-tem are needed to break the institutional obstacle;importance also needs to be attached to the introduction of new-countryside industries and construction of rural communities as so to realize the non -agriculturization of farmers and the urbanization of the rural environment , ultimately achieving the all-round shift of rural citi-zens’ living environment , social identity , profession as well as living styles .
