摘要
随着新型城镇化的推进,农村土地流转也在各地不断展开,但成效甚微。究其根源,主因在于政府一系列的越位、错位及缺位行为,不仅威胁粮食安全、加剧社会不公,还有损政府形象。据此,亟待重塑与改进政府行为与角色。土地流转前,政府应做好广泛宣传和土地确权工作,提供制度保障;土地流转中,政府应该组建中介服务机构、确立土地价格标准、建立土地流转专项资金并严查涉地腐败;土地流转后,既要对土地受让方做好资金支持及配套设施建设,又要对土地出让方即失地农民做好再就业培训、社会保障等服务,更要妥善处理其维权纠纷。
Along with the advancement of new-type of urbanization, rural land circulation has been launched in the country, but with little success. The main reason is a series of offside, dislocation and absence action of the government, which not only threaten the food security, increase social inequality, and damage the image of the government. Therefore, it is urgent to reshape and improve the government＇s behavior and role. Before the land circulation, tile government should do a good job in publicity and land counterpoising truly to provide a system guarantee. During the land circulation, the government should establish intermediary service institutions, set the land price standards, establish the special funds for land circulation and investigate corruption related to land; after the land transfer, the government should make financial support and facilities construction for the transferee of land, and provide re-employment training, social security, and handle the rights dispute properly for the land transferors as well
