摘要
随着中国老龄化速度加快、出生人口性别比失衡加重以及人口红利之窗逐渐关闭等这些现实问题的出现,放开"单独二胎"政策一经公布,呼声四起,这是中国自实施计划生育政策以来一次重大生育政策调整。很多学者认为,"单独二胎"的放开对中国的人口老龄化、出生人口性别比、人口红利等现象都是积极因素。文章重点对其进行了思辨。同时政策的调整并不是渐进式的,而是在全国统一放开,在一定程度上属于"硬着陆",必然会出现一系列问题,如政策的调整本身带来了生育机会的不平等。因此,政府必须要做好防范措施来应对出现的问题。
With the problems of accelerating population aging, aggravating gender imbalance of newly - born population and the gradually disappearing of demographic dividend, the Chinese ＂Two - Child Fertility Policy for Couples with One Spouse Being an Only Child＂ has raised wide resonations. It is a significant childbearing policy adjustment of China since the implementation of one child policy. Many scholars believe that the release of ＂Two - Child Fertility Policy for Couples with One Spouse Being an Only Child＂ plays a positive role in the phenomena such as China＇s population aging, sex ratio at birth, and demographic dividend. The article makes enquiries on it. The policy adjustment is not progressive but in a national unified step, to a certain extent, belonging to a kind of ＂hard landing＂, which will inevitably cause a series of problems, such as the birth opportunity inequality because of the adjustment of the policy itself. Therefore, the government must take preventive measures to deal with the problems.
