摘要
在中国,运动式治理有着深刻的历史根源和现实原因,但其固有的弊端使之难以适应国家现代化进程的需要,必须及时转型。"推进国家治理体系和治理能力现代化"的提出为国家治理机制转型提供了方向。但要实现转型并非易事,有其内在困境,必须在制度建设、党的领导方式和执政方式、干部政绩评价体系、社会组织培育、外国经验借鉴等方面进行深化改革。
In China, the campaign- styled governance has its profound background and objective causes. Due to its inherent shortcomings, it cannot adapt itself to national modernization processes and must make changes in time. The proposal of ＂promoting the modernization of national governance system and governance ability＂ has shown the way for transformation of national governance mechanism. However, to realize the transformation is not easy, there are inherent difficulties. Accordingly, the reforms in institutional improvement, style of Party＇ s leadership and ruling, cadres＇ evaluation system, training of social organizations and experience reference from abroad must be deepened.
