摘要
在城市化和工业化的进程中,公民的生活水平不断提高,但是社会冲突也不断增加。随着民众民主维权意识和环保意识的增强,邻避设施及其引起的邻避冲突也成为了比较严重的公共问题,缺乏有效公民参与是邻避冲突发生的最主要原因之一。笔者以广东省茂名市的PX项目引发的冲突事件为例,从公民参与的角度分析了茂名市邻避冲突产生的原因,并且提出了邻避冲突应对的具体相关建议,即培养公民树立正确的参与意识、完善公民的参与方式、拓宽公民参与渠道、加强公民参与的法律制度建设,强化相关司法保障。
In the process of urbanization and industrialization, the quality of citizens＇ life has been continuously improved, but meanwhile, the social conflicts also have constantly increased. With the reinforce of consciousness of democracy and environmental protection, the conflicts caused by NIMBY（NOT IN MY BACK YARD） and the NIMBY facility itself have become more serious public issues. The lack of effective citizen participation is one of the main reason of NIMBY. In that cases of the conflicts about NIMBY in Maoming City Guangdong Province, the author makes the analysis of the reasons why the conflicts about NIMBY occur in MAOMING based on the perspective of citizen participation, and gets the inspiration that how to deal with conflicts on condition citizen participation, such as fostering correct sense of participation, perfecting ways and actively expanding channels of citizen participation, establishing and improving relevant laws and regulations, and strengthening relevant judicial protection.
