摘要
十八大报告提出"解决好农业农村农民问题是全党工作重中之重,加快发展现代农业,增强农业综合生产能力,确保国家粮食安全和重要农产品有效供给。"为了促进甘肃省现代农业的发展和新型农业推广体系的构建,该文在分析甘肃省农业技术推广现状的基础上,指出目前甘肃省农业技术推广存在的主要问题,即农业技术推广机制不灵活、管理体制不顺、农技推广人员结构不合理、推广队伍素质较低、资金投入不足、经费严重短缺、农民文化素质低,接受科学技术的能力差等。针对这些问题从体制创新、队伍建设、经费投入、科技教育等方面提出了相应对策。
Eighteen reports＂to solve the problem of agriculture and rural farmers is the top priority of theparty＇s work to accelerate the development of modern agriculture,increase agricultural production capacity,to ensure national food security and the importance of effective supply of agricultural products.＂In order topromote modern agriculture in Gansu Province development and construction of new agricultural extensionsystem,the paper analyzed the current situation of agricultural technology promotion on the basis of Gansuprovince,pointed out the main problems existing in the promotion of agricultural technology,agriculturaltechnology promotion mechanism that is not flexible,the management system,agricultural extension person-nel structure is irrational,the lower the quality of the promotion team,insufficient capital investment,a seri-ous shortage of funds,low quality peasant culture,science and technology,the ability to accept poor. Tosolve these problems in terms of institutional innovation,team building,funding and technology educationand put forward countermeasures.
