摘要
改革工业用地出让和利用制度,必须把更大程度发挥市场作用和更好发挥政府作用结合起来,在出让方式创新和利用监管机制建设两个方面并行推动改革。前者旨在构建更具竞争性的用地出让市场,改革关键点是根据工业项目特点分类制定招标拍卖挂牌的具体方式,灵活调整工业用地出让年限,探索租赁和年租制等新型出让方式,整合和上移土地交易平台。后者旨在健全用地出让和利用的约束条件,改革关键点是强化土地税费和价格调节功能,严格各地区各类园区工业用地投资强度和利用效率监管,完善工业用地信息发布制度,确保用地出让和利用信息充分及时披露。
To reform the industrial land transfer and utilization let government play a better role in an integrated way, and we system, we must let the market play a bigger role and must promote a parallel reform through innovation of land transfer and improvement of land use and regulation. The purpose of innovation of land transfer is to construct a more competitive land market while the key points include refining the application condition of bid and auction and listing, shortening the leasing time of land use right and merging land transaction markets. The purpose of improvement of land use and regulation is to improve constraints of land transfer and land use while the key points include strengthening land taxes and fees, exerting land investment intensity and utilization efficiency and accelerating information disclosure of land transfer and land use.
