摘要
一些 R& D绩效评价系统在评价方案设计、评价原则、评价尺度和指标选择等方面存在误区 ,如评价的导向性不明确、与组织目标不一致、重财务绩效轻非财务绩效、对不同类型的 R& D活动采用同一尺度评价等等。这些误区导致部分 R& D活动绩效的评价并没有达到应有的效果和目标 ,并会对 R& D人员和活动产生错误的导向 ,不利于组织的长远发展。在此基础上 ,作者提出了一些改进建议并对知识经济时代 R& D绩效评价的理论与方法的趋势进行了初步展望 ,希望能对今后 R& D绩效评价系统和指标的设立有所借鉴。
Based on the study on the theories,methods and cases of evaluating R&D performance in recent years both home and abroad,it summarizes some weakness of current evaluating systems,for example,too much focus on direct output or outcome of R&D practice,or using the same metrics to different R&D activities and levels,et al. Then it presents some corresponding measures to deal with the problems. At last,it puts out some promising approaches to evaluate the R&D performance effectively in the coming Knowledge based Economy Era.
